Quick answer
Does a Windows VPS include a Windows license?
A Windows VPS includes a Windows license only when the host licenses Windows Server for you and puts the fee in the price. Many do not: 16 of 40 hosts checked by Onyxpane on 30 October 2026 left it out. Onyxpane includes the Windows Server license in every plan, from $6.74 per 30 days. Pick Windows Server 2025 unless a program needs 2022. No KYC, paid in crypto.

How does a host license Windows on a VPS?
A host rents Windows Server licenses by the month under Microsoft's SPLA program and passes the cost on in your price. Microsoft's Services Provider License Agreement (SPLA) lets service providers license eligible products monthly, during a three-year agreement, to host software for their customers. They pay for what they make available each month.
That is why the license often appears as a monthly line. VPSBG's terms call it a monthly rental fee: €5 per vCPU, never discounted. Bit.Hosting says its license is SPLA and included. Per-vCPU pricing makes big plans expensive: Vultr adds $16 per vCPU, or $128 a month on 8 vCPU.
A Windows Server evaluation is not a license: it expires after 180 days. Microsoft's Evaluation Center also says it must be activated online in the first 10 days to avoid automatic shutdown.
How many Windows hosts include the license in the price?
According to Onyxpane's check of 30 October 2026, 16 of 40 Windows hosts leave the license out of the plan price. They split into two groups.
- 7 sell it as a paid add-on: AlexHost (€3 a month), HostSailor ($5), Kamatera ($19) and Contabo (€5.20 to €77). HOSTKEY (€4), VPSBG (€5) and Vultr ($16) charge per vCPU.
- 9 ship trial, evaluation or bring-your-own-license Windows: Cloudzy, Evolution Host, LunaNode, MyNymBox, NiceVPS, OrangeWebsite, Servers.Guru, VSYS Host and Zomro. You buy your own license or run on borrowed time.
Most of the others state the license is included or add Windows at no charge in the order form; a few say nothing. Every host is listed in the Windows VPS price index: what does a Windows RDP cost?
What are the license traps in cheap Windows VPS offers?
Read the cart, not the sales page: four hosts in our check call Windows included or free and still charge for it.
- AlexHost: its cheap-Windows page says the license is "already included"; the cart and its AUP add a €3 monthly "Windows OS Fee".
- HOSTKEY: its FAQ says the SPLA fee is in the VPS price; the order form adds €4 per vCPU.
- Kamatera: "no premium for running Windows" on the page, $19 a month in the calculator.
- VPSBG: "license included" on the page; its terms bill €5 per vCPU, for a full month even if the server is deleted.
Other traps:
- Trial images: Zomro's cart says its Windows servers "only include a trial license type". VSYS Host lists only "evaluation" images. Cloudzy ships a trial or bring-your-own license.
- Prices that are not monthly: MonoVM's "from $11.99/mo" is a one-time 7-day server. 1Gbits shows 36-month rates; Shinjiru's "as low as" prices are 24-month rates.
- Old Windows: Cloudzy's 2 GB plan and 1Gbits' "VPS Hosting 1" run only Windows Server 2012 or 2012 R2.
Why is desktop Windows 10 or 11 on a VPS a licensing problem?
Microsoft offers no SPLA license for desktop Windows, so a host cannot rent you Windows 10 or 11 the way it rents Windows Server. Microsoft's desktop hosting documentation says so plainly: there is no SPLA for Windows client operating systems. Windows client desktops are allowed on dedicated hardware with end-customer licenses, in certain scenarios.
On a shared host, the legal route runs through your own licenses. Since October 2022, Microsoft's Flexible Virtualization Benefit lets customers run eligible software on an outsourcer's shared servers. It needs subscription licenses or licenses with active Software Assurance, such as Windows Enterprise E3/E5, Microsoft 365 E3/E5 or Windows VDA. Microsoft adds that an OEM license typically doesn't include virtualization rights.
Six hosts in our check still sell desktop Windows on a VPS with no caveat. Bit.Hosting advertises "Licensed Windows 10 via Microsoft SPLA"; OperaVPS sells Windows 10/11 Pro "pre-licensed". Ultahost, MonoVM and AlexHost price 10/11 like Windows Server; Kamatera charges $10 a month.
Onyxpane sells Windows Server only: Windows Server 2022 and Windows Server 2025, Standard edition, in English. No desktop Windows 10 or 11. Windows Server 2025 already looks like Windows 11.
Should I pick Windows Server 2022 or 2025?
Pick Windows Server 2025 for a new server: it gets security updates three years longer than 2022. Pick 2022 only when a program you need does not run on 2025 yet. Both cost the same at Onyxpane.

Does the license cover several Remote Desktop users?
The Windows Server license covers the server and its administrators; more simultaneous users need Remote Desktop Services licenses. Microsoft documents that Remote Desktop for administration supports two concurrent connections, with no RDS client access licenses (CALs) needed.
Each user or device that connects to a Remote Desktop Services session host needs an RDS CAL. Hosts rent these monthly as SALs; VPSBG lists €11 per user per month. CALs follow the Windows version: Windows Server 2022 CALs cannot connect to a 2025 session host.
